Walther <br />Executive Director <br />Michael 8. Long <br />Division Director <br />I have reviewed the proposed changes to the above-named permit, as described in your April 16, <br />2002, letter. The addition of a wash plant is a simple change to Exhibit C (Mining Plan), but a bit <br />more information is necessary for us to fully assess the proposal. I have listed the items needing <br />to be addressed below. <br />1. Please provide better description of the locations of the equipment you listed, the pump sump <br />to be located on the irrigation ditch, and the settlement pond. <br />2. Please show these locations on a revised Exhibit E (Mining Plan Map). These items may be <br />sketched on a reduced-size permit map. Anew survey of the site is not needed, but changes <br />made to the site since the original maps were submitted in 1995 should be included on this <br />map. This should include general depiction of areas where mining is finished and the surface <br />shaped, where activities are still ongoing, etc. <br />3. Please verify that the irrigation ditch you mention is the "Huff and Dice Ditch" which is <br />described in the original application. That ditch crosses the eastern comer of the permit area, <br />and it is presumed that your proposed activity will affect the portion of the ditch lying within <br />the permit azea boundary. Please confirm this. <br />4. The original application states that the Rudibaughs are the last users of water from the Huff <br />and Dice Ditch, and there are no other downstream.users. Lf this is the ditch to be affected, <br />please confirm that there are still no other downstream users. <br />5. Please show that the use of water you propose is an allowed use of water from this ditch. <br />6. It is known that the material underlying the excavated material is porous. Please describe <br />how the settlement pond will retain its water long enough to clarify it and return it to the <br />imgation ditch. If sealing the pond is needed, please describe such activity. <br />
