(WWU is pleased to provide this proposal to the Mined Land <br />Reclamation Division for consulting services related to the collection of surfac and ground <br />water samples at the Battle Mountain Gold San Luis Project. This proposal is based on <br />information provided in a meeting on August 11, 1992, with Dr. Harry Posey an Dr. James <br />Pendleton of the Mined Land Reclamation Division and Mr. Andre Dousha a of Battle <br />Mountain Gold. Included with the information provided at the meeting was a one age Project <br />Description that outlines the project requirements and portions of a draft s mpling and <br />analysis protocol document developed specifically for water sampling activities t the Battle <br />Mountain Gold San Luis Project. <br />Currently, a controversy exists between local citizen groups and Battle Mo ntain Gold <br />concerning water quality issues in the vicinity of the Battle Mountain Gold San uis Project. <br />For quality assurance reasons, the Mined Land Reclamation Division desires third party <br />participation in ongoing water quality sampling from monitoring wells, impound ents and a <br />stream in the area of the Battle Mountain Gold San Luis Project. Of particular nterest are <br />water sampling techniques and laboratory analyses relating to the detection o cyanide in <br />water quality samples. The primary objectives of the third party activities are t verify and <br />document procedures for collection of water quality samples and to confirm the eliability of <br />the laboratory analyses results. <br />The following section of this letter provides a description of the proposed scope f work and <br />a cost estimate based on the proposed scope of work. Resumes of key pers nel and a <br />standard hourly billing rate schedule are attached to this letter. <br />Proposed Scope of Work and Estimated Cost <br />The scope of work for which this proposal has been developed is divided into thre tasks: 1) <br />pre-sampling activities, 2) sampling ac±ivities, and 31 post-sampling activities. P rticipation <br />by WWL personnel in sampling ovents at the San Luis Project is expected to be requested <br />approximately seven times during a period of one year. A description of the tasks nd a time <br />and cost estimate for each of these three tasks are listed below.
