Stover & <br />Associates on behalf of Bear Coal Company in reply to the <br />Division's review of the 1992, 1993, and 1994 Annual Hydrology <br />Reports (AHR). The Division has additional questions and comments <br />regarding the responses. <br />Monitoring Requirements and Freguencv <br />1. It is important that sampling be done at approximately the <br />same time every year. It is also important that sampling be <br />done during the monitoring year. Please make a note of it. <br />The Division is not able to note compliance with the <br />monitoring plan if the results of the monitoring are not <br />included in the AHR. Apparently, BCC did conduct a visual <br />inspection of the alluvial well samples for oil and grease. <br />Please provide a revised page for the 1992, 1993, and 1994 AHR <br />which indicates that this visual inspection was done.. <br />The collection of TDS for AA1 and AA3 is required by the <br />monitoring plan. The failure to comply with the monitoring <br />plan is a violation of BCC's permit. TDS was not taken at all <br />during 1994. A Notice of Violation is enclosed. <br />2. See ,41 above regarding the visual inspection for oil and <br />grease. <br />3. The technical revision which added the monitoring of the upper <br />and lower french drains was approved by the Division on August <br />31, 1993. The text of the 1993 AHR indicates that the lower <br />french drain was installed on October 7, 1993. Monitoring <br />began the next day. The Division assumes that the upper <br />
