Boz 597
Kiowa, CO 80117
Dear Mr. Starky
Reference is made to my- June 26, 1991 inspection of the
Fondis Pline ar~d associated access road crossing of Spring Branch
located in Section ~, T-10-S, R-62-W, Elbert County, Colorado.
During my inspection, it was noticed that the access road
/ crossing has washed out. This office requests that all roadway
~/ fill remaining in Spring Branch be removed to the matimum extent
possible. The bridge tubes remaining in Spring Branch should
also be removed.
If a proposed road crossing at this location requires the
placement of temporary or permanent fill material into Spring
Branch, this office should be sent plans for review to determine
proper Department of the Army permits.
Also, as noticed during my inspection, the majority of
slope eroded material in Spring Branch, adjacent to the mining
area, has washed away and therefore cannot be removed as
requested in my January 7, 1991, letter to Mr. Rich Ullom Isee
attached letter). Although this situation has been resolved by
normal stream flow action, this office does not condone this
type of violation resolution. Proper management practices
should be taken to prevent excess amounts of erosion from
entering Spring Branch.
If there are any questions concerning this matter, please
feel free to contact this office or me at (303) 979-4120 or
4121.
Sincerely,
~~~~
TERRY McKEE
Environmental Resource Specialist
Attach.
cc:
James Taylor
Permits File
Omaha Permits Branch
