After reviewing the mining plans at your office on <br />August: 4, 2000 (Exhibits were not sent with the comment), I contacted Jan Gilleland of C&J Gravel <br />Products, Inc. We discussed the proposed expansion of the Ignacio Pit. Jan was unsure whether or not <br />they were going to proceed with the project, and had not published the required public notification in the <br />local newspaper. I asked her to notify me if and when they planned to go forward. I hadn't heard back <br />from her, so I called her again on August 17, 2000. Jan informed me that C&J Gravel had decided to go <br />forvvard with the project and had the public notification printed in the Durango Hereld on August 11, <br />2000, so here are our comments. <br />I inspected the Ignacio Pit located in Section 16, TS32N, R 7W. The pit hasn't been worked in sometime <br />and is being utilized to store farm and ranch equipment, There were also several small buildings on site <br />that were being used for storage. There were stockpiles of rock and topsoil that were overgrown with <br />weeds, musk thistle and knapweed were present, The mining site is adjacent to La Boca Canyon, which <br />is an intermittent stream, this area is excellent riparian habitat with large mature cottonwoods and heavy <br />stand:. of willow in the creek drainage. Pinyon, juniper and sagebrush border the canyon rim. <br />Exhibit C indicates that topsoil and overburden will be removed and stockpiled from year 2000 to 2004 <br />wdh two years of reclamation following the mining, with the maximum quantity at any one time to be <br />3,000 yd's. Overburdens maximum quantity to be 10,000 yd's, there is no mention of weed control or <br />reseeding during the mining operations. Our recommendation is that these stockpiles be re-seeded <br />during the mining period as soon as they reach there maximum capacity, if not, un-seeded fertile <br />stockpiles of topsoil and overburden will be overgrown with weeds, contributing to an existing noxious <br />weed problem in this area. Our recommendation is that C 8 J Gravel Products have a weed <br />management plan in place before mining began's .Topsoil and overburden could be seeded with a sod <br />DEPARTMENT OF NATURAL RESOURCES, Jarrfec 3.
