Long <br />oiv ision Duecbr <br />RE: Golden Eagle Mine, Permit No. C-81-013, Basin Resources, Inc., <br />Permit Renewal No. 2, Preliminary Adequacy Review <br />Dear Mr. Lopez: <br />The Division is reviewing the permit application for the permit <br />renewal no. 2 of the Golden Eagle Mine and has the following questions <br />or coLmnents: <br />A. Operations <br />1. Please describe Basin Resources' plan for the proper storage of <br />petroleum-based products at the industrial yard, in order to be <br />in compliance with the SPCC plan. <br />2. Please address the potential for spontaneous combustion at the <br />coal surge pile at Golden Eagle. Include the causes of <br />spontaneous combustion in your assessment. <br />3.. Please describe the methods that Basin Resources has and will <br />implement in order to reduce air particulates from the coal <br />stockpiles and from the mine site in general. Please include <br />haul trucks on Highway 12 in your discussion. <br />4. Please develop a list of the hazardous materials on site, where <br />they are located, and how they are stored. <br />B. Hydrology <br />1. Has water monitoring data confirmed the predictions of the <br />Golden Eagle PHC and CHIS? Please elaborate. Include the AVF <br />in your analysis. <br />2. What is the status of the stormwater plan for Golden Eagle? <br />3. Please update the water users' survey. <br />4. Please describe the use of the 3 underground sumps in the sediment <br />control plan. How will these sumps be cleaned out when production <br />is at its maximum? <br /> <br />
