Long <br />Division Dueclor <br />RE: Incomplete Application, Oakridge Energy, Iac., The Carboa <br />Junction Mine, Permit No. C-92-080, Technical Revision TR-04 <br />Dear Mr. Savage, <br />The Division received the applicationlfor Technical Revision TR-0~ to <br />the Carbon Junction permit on July ~, 1996. The Division has deemed <br />the application incomplete for the purposes of filing at this time, <br />for the following reasons: <br />A comparison of the draft map submitted with the TR-04 <br />application and Map 4-1, "Land Use", of the Carbon Junction <br />permit indicates that the explosives bench, access road and <br />the portion of the haul road proposed for removal from the <br />Carbon Junction permit are situated within pre-mined land <br />use areas described as "Dryland Alfalfa Farming", "Range- <br />Formerly Small Grain Crop Farming", and "Undeveloped Pinyon <br />Juniper, Rock Outcrop, Mountain Shrub, and Wildlife <br />Habitat". <br />Because the explosives bench, haul road, and explosives <br />bench access road are the result of surface coal mining <br />operations, and because their post-mining land uses are <br />proposed to be changed to "Industrial or Commercial" or <br />"Recreation", one permitting process by which this request <br />will need to follow is the one described for changes of <br />land uses to alternative land uses (Rule 1.04 (71)). <br />Applications for changes to alternative land uses are <br />required to contain those materials described in Rule 4.16 <br />(Rule 2.05.5 (1)(a)(ii)), specifically Rule 4.16.3. These <br />applications must also contain a plan for revegation of the <br />disturbances in accordance with 4.15.10. <br />Once a Technical Revision for the alternative land use <br />change is approved, the next permitting process involves a <br />
