We apologize for the delay in completing our review. <br />Following is a list of questions and concerns we have regarding the revision. <br />1. Page 9-9, fourth paragraph, states that "Soil replacement will be initiated once final <br />grading... is completed. Soil redistribution and seeding will follow the Reclamation <br />Scheduling timetable presented in Tab 13." The referenced narrative and table do not <br />give a specific time frame, as required by Rule 2.05.4(2)(a), for soil replacement. Please <br />revise the narrative and table to include the maximum period of time between rough <br />grading of spoils, final grading, and topsoil replacement. <br />2. Revised pages 12-15 and 12-15a appear to have been incorrectly duplexed. The <br />currently approved copy we have on file has page 12-15 on the back of 12-14a. <br />Placement of the revised page would either eliminate 12-14a or duplicate 12-15. Please <br />revise the pages to correct this problem. <br />3. Previously approved page 12-15a, Table 12-A (dated 10/11/91), listed a reclaimed <br />acreage in the Wolf Creek Area of 7.0 for 1991. Revised page 12-i5a has a value of <br />zero for the same area and year. Why was the reclaimed acreage total changed? <br />4. Revised page 12-53 references "topsoil variance areas" and states that those areas are <br />shown on Exhibit 13-2. There is no reference to these areas on Exhibit 13-2. Please <br />include a description of those areas on the map and on the map key. <br />5. Also on page 12-53, P.WCC states that rough grading will be completed within 180 days <br />following coal removal and will not be more than four spoil ridges behind the active pit. <br />Tab 13 (page 44) lists a number of instances where the 180 day/four spoil ridge limit <br />
