Long <br />DIVISiOn Director <br />Thank you for your patience while the Division reviewed Holnam, Inc.'s proposed Technical Revision <br />No. 6 to PetTltit No. M-77-344. Revision No. 6 has been proposed for the purpose of allowing the <br />disposal of cement kiln dust (CKD), including CKD fugitive dust control using sprayed-on, treated. <br />liquid sewage sludge from ~he Fremont Sanitation District. The CKD stabilized with the sludge is to <br />be backfilled into previously mined areas, as part of the quarry reclamation backfill. <br />Three prior technical revisions to this permit deal directly or indirectly with most of the subjects of this <br />proposed revision. Revision No. 1 allows the burial of CKD in mined out portions of the quarry as <br />part of the reclamation baclffill, but in a slightly different manner than this proposal. Revision No. 2 <br />allows the use of sewage sludge as a fertilizer (soil amendment) in reclamation revegetation. Revision <br />No. 3 allows the applicatioq of liquid sewage sludge from Fremont Sanitation District for CKD <br />fugitive dust control in baclkfill disposal sites. During the review of TR-3 in 1991, the Department of <br />Health, now the Departmer~!t of Public Health and Environment determined that their Air Pollution <br />Control And Hazardous Materials And Waste Management Regulations were not applicable and that <br />the quality of the treated sewage sludge complied with appropriate criteria in the Domestic Sewage <br />Sludge Regulations and siting criteria. <br />Since TR-6 is a new revisio~'n and changes the provisions of revisions 1 and 3, its review and approval <br />would supersede applicablq~ portions of those two revisions. <br />The Division has complete its initial review of TR-6. Before a final decision can be made on the <br />application, you will need to provide adequate responses to each adequacy item in the attached list. It <br />is unlikely that you will be able to provide all the ittformation we are requesting prior to the present <br />February 7, 2000 decision due date.
