This TR provides for 1) a mine plan change to add the <br />mining of additional coal reserves contained in the overall Elk Creek Mine federal coal lease C- <br />61357 and 2) the addition of four (4) gob vent boreholes to the mine plan. <br />1. Mine Plan Change <br />In recent years, OMLLC has conducted on lease exploration drilling activities to better define the <br />coal resources available for mining activities. The new data has allowed Oxbow to add panel 12 <br />and lengthen panels 11, 21 and 22 all located in the northern mine plan azea. No additional lease <br />areas are proposed, rather, we aze simply utilizing areas already within the federal lease. The <br />additional azeas aze also located in areas of highest overburden cover, which relates to the least <br />amount of impact to the surface in the form of subsidence. All of the surface areas effected by <br />this revision aze located on Hotchkiss fee surface. <br />Please see the attached Map 2.05-M2, Sheet 1 of 2, Elk Creek Mine, S Year Mining Plan for <br />details of the area. The mining area will be accessed from the current Elk Creek Mine workings <br />with no additions to the work force. <br />2. Gob Vent Boreholes <br />With the addition and lengthening of panels noted above, additional gob vent boreholes will be <br />necessary to vent accumulations of methane gas from gob areas. The additional sites aze shown <br />on the attached Drawing 2.05-MI, Sheet 6 of 6, "General Facilities, GobVent Boreholes." In <br />addition we aze submitting revised PAP pages 2.05-31a, SOa, Exhibit 2.04-E3, Item 9-Methane <br />Drainage Well Information plus an updated page 3 from a CDRMS form: "APPLICATION <br />• Page 1 <br />
