,-
~ ~ ,~~
~A
POST OFFICE BOX 518
SOMERSET, CO 81434
(303) 929-5775
HAND DELIVERED
May 25, 1989
Mr. Matthew S. Hayes
Reclamation Specialist
Mined Land Reclamation Division
215 Centennial Building
1313 Sherman Street
Denver, CO 80263-2273
Dear Mr. Hayes:
~~~ I~~II~'~~II~~'~~
999
As you know, the Bear Coal Company, Inc., is presently performing
development work in the B seam and is also driving access ramp #2
from the C Seam into the B Seam, as is stipulated in our approved
Technical Revision (TR-03).
This revision allows Bear to drive access ramp #2 into the B Seam
at a grade of approximately 16$ for a length of 460 feet. Since
beginning this ramp however, we have found a steeper grade of
approximately 15$ to be feasible. This was also the case in ramp
#4, as it is approximately 175 feet in length rather than the 250
feet which was anticipated.
At the time the aforementioned technical revision was submitted
to the Diviaion for approval, we anticipated that production from
the C Seam would continue until such time as the access ramps had
been completed into the B Seam. Unfortunately, the seam thick-
ness of the C Seam and the quality of the coal are forcing us to
curtail mining activities in the C Seam• In an attempt to keep
from losing our coal supply agreements due to this loss of pro-
duction, we now must concentrate all of our resources and energy
towards obtaining commercial quantities of coal from the B Seam.
To this end it is essential that Bear immediately construct a
temporary beltline in access ramp #4 which would efficiently
transport to the existing C Seam beltline coal which is produced
in the B Seam.
Since this beltline is a temporary structure it is imperative
that work continue towards the completion of access ramp #2.
However, once the temporary beltline is installed, we will not be
able to transport the development waste generated in ramp #2 into
the B Seam as called for in TR-3.
1
