I have completed my adequacy review of the materials submitted by Twentymile
Coal Company for permit revision #5 (PR-05) for the Foidel Creek Mine. The
permit volumes I used in my review had been updated with revised materials
from TR-32 and RN-03, both recently approved. My comments include those
included in my memo to you dated February 1, 2000. I have arranged my
questions or comments by Rule category as assigned to me in your memo dated
December 6, 1999.
