LOng <br />Division Director <br />I have reviewed the surface water hydrology portion of TR-14 as <br />part of the Division's preliminary adequacy review for TR-14. The <br />following concerns were generated: <br />SMALL AREA EXEMPTIONS: <br />2 West Portals - North Portal and South Portal <br />In a conversation with Larry Reschke on October 29, 1992, we <br />discussed with the operator the Division's opinion that a small <br />area exemption is not needed for the turn-around areas in front of <br />the two portals. we view that activity as normal activity <br />associated with an access road. In addition, the Division is <br />concerned that maintaining a one foot berm across the road with <br />traffic will become a maintenance concern in the future. For these <br />reasons, we would like to ask the operator to consider the <br />following approach: <br />1. Please ask the operator to drop the two portal-related <br />small area exemptions from the revision, including <br />language referring to flows being directed into the <br />portals. <br />2. Please ask the operator to substitute a berm or high area <br />in front of each portal to insure that surface flows do <br />not reach the portals. The height of these structures <br />should be stated in the permit and maintained until the <br />portals are reclaimed. <br />3. Please ask the operator to consider the use of gravel at <br />turn-around points in order to protect the resource. <br />
