<br />2 West Portals - South Overburden Stockpile <br />It appears that very little water will flow from this .2 acre site <br />and that any that is generated will be contained behind a two foot <br />berm. However, it is not clear from the submittal that water will <br />not flow east toward the road. <br />4. Please ask the operator to verify that the road is <br />upslope from the SAE or, if that is not the case, to add <br />a berm between the SAE and the road. <br />2 West Portals - Substation and Overburden Stockpile <br />It appears that the very little water will flow from this one acre <br />site and that any that is generated will be contained behind a two <br />foot berm. It is not clear from the submittal that water will not <br />flow across either of the two roads and out of the SAE. <br />5. Please have the operator verify that flows from the SAE <br />will not flow across either of the two roads. If this <br />not the case, please have the operator consider putting <br />swales across the roads in lieu of a two foot berm (see <br />discussion, above). <br />Neither stockpile is designated as a topsoil stockpile on page 171d <br />of the submittal. <br />6. Please have the operator label the two stockpiles shown <br />on Exhibit 58 as overburden and show us where he plans to <br />stockpile topsoil. <br />BORROW PIT• <br />As noted in my memo of 10-29-92, there is some concern by both BLM <br />and the Division about the need to disturb a new area as a borrow <br />pit in order to reclaim the portals areas. <br />7. Please have the operator consider not reclaiming the <br />portals to exact original contour (see concern # , <br />below). <br />ROAD CULVERTS: PORTAL AREA: <br />The operator designed these culverts using a 100 year event. The <br />Division feels that the calculations require using only a ten year <br />event. The culverts are sized adequately for a ten year event. <br />The outlet from the two 24 inch culverts leading from the relocated <br />channel do not need to be armored if, as reported by the operator, <br />the outlet is on bedrock. <br />
