<br />ROAD CULVERTS: ACCESS ROAD: <br />At the time of this PAR, the final number, location and description <br />of all culverts on the access road were not known. <br />8. Please have the operator submit information on all <br />culverts berms and crossings proposed for the access <br />road. Please have the operator include the location of <br />all culverts on a map in the permit. <br />RELOCATED CHANNEL: <br />The Division's greatest concern deals with the relocated channel. <br />The Division intention is to insure that: 1) the channel is <br />adequately sized to carry a 100 year event, 2) the relocated <br />channel does not erode back to its original location during mining, <br />thus possibly resulting in inflows into the north portal and 3) the <br />channel is relocated after mining back to its original location. <br />The channel as modeled by the operator will carry a 100 year, 24 <br />hour event. Velocities generated by both the operator's and the <br />Divisions models are close to or in excess of six feet per second, <br />predictably erosive. <br />There is some concern by the Division, however, that a better event <br />to model might be an event of equal magnitude occurring over a <br />shorter duration; resulting perhaps in greater runoff. There is <br />also some concern that channel flows were modeled for open channel, <br />uniform flow conditions when the channel in question is turned <br />resulting in increased erosion at the outside edge (toward the <br />portal opening). <br />9. Please have the operator describe the substrate where the <br />channel is to be relocated. <br />10. Please have the operator designate the relocated channel <br />on Exhibit 58 as a temporary diversion, with the channel <br />to be reconfigured to its original location after mining. <br />11. Please have the operator consider moving the location of <br />the outlet to the relocated channel further to the north. <br />This in order to more closely match its current location <br />so as to reduce the bend and associated erosivities in <br />the channel. <br />12. Please have the operator submit a description of how he <br />proposes to protect the bottom and outside bend of the <br />relocated channel both during and after mining. <br />13. Please have the operator give us an exhibit showing final <br />reclamation plans for the 2 West Portal area; including <br />final configuration of the relocated channel, portals, <br />mine seals, post mining contours. <br />
