iii iiiiiiiiiiiuiii • <br />999 <br />EXHIBIT D <br />• MINING PLAN <br />INTRODUCTION <br />The general location of the permit area is approximately 4.5 miles southeast of the town <br />of Hayden, Colorado. More specifically, the permit area is 0.5 miles south of the Public <br />Service Company of Colorado Hayden Station Power Plant and borders County Road <br />51 B. The Mesa Pit is accessed either from the north via Highway 40, then south on Routt <br />County Road (RCR) 27 (Twentymile Road) and then west on RCR 51B to the site <br />entrance; or from the south via RCR 27 and then west on SCC's Tie-Across Haul Road to <br />the new site access road (Exhibit D-1). <br />Gravel from the Mesa Pit is used for road and facility area base and surfacing material at <br />SCC's active operations. The Phase II expansion is necessary to provide gravel to meet <br />continuing road maintenance requirements for SCC's Seneca II-W Mine, Yoast Mine, and <br />• Tie-Across Haul Road. <br />Exhibit D, Mining Plan, describes all aspects of the mining operation. Exhibit E describes <br />the reclamation of the gravel pit. Discussed in this section (Exhibit D) are the topsoil <br />salvaging and stockpiling procedures, the overburden handling operation, the gravel <br />extraction, and the backfilling and grading operations. Also discussed in this section are <br />the facilities, i.e. utility lines, office, and impoundments. Refer to Exhibit D-1, Mining Plan, <br />for the locations of these facilities. <br />FACILITIES <br />Power Lines. Seven sets of high tension power lines run in a north-south direction <br />through the Permit Area. Four of the sets are suspended by steel towers, the other three <br />by H-frame wooden poles. SCC has agreed to a "no disturbance" boundary of 80 radial <br />feet around the steel frame and 50 radial feet around the wooden frame structures as per <br />instructions from Western Area Power Administration (see Appendix D-1). In addition, <br />excavated slopes will be no steeper than 1:1 outward from the undisturbed boundary. <br />• Even though no mining will be conducted around the <br />D-1 Revised May 1998 <br />
