Gunnison No. 1 Mine <br />Dear Ms. Beville: <br />The Division has completed its adequacy review of the above referenced <br />technical revision. The following are our comments for your consideration: <br />Designs and flow calculations need to be submitted to verify that the <br />proposed 18" culvert far Sylvester Gulch is adequate to pass the 10 <br />year 24 hour event. <br />2. Eighteen inches of topsail is to be stripped from the fan site for use <br />later in reclamation. Since some areas have already been disturbed, <br />how will the operator obtain sufficient topsoil to reclaim all the <br />areas (including previously disturbed). Has sufficient sampling been <br />done to verify suitable plant growth material is availablet <br />3. The Division has determined that your road to the fan site qualifies as <br />an access road since it will be used on a regular basis. Your designs <br />appear to meet the regulations with the exception that the road <br />drainage system needs to address the requirements of Rule 4.03.2(4). A <br />typical ditch design needs to be provided along with ditch segments and <br />ditch relief paints indicated on a map. Additional information should <br />also be provided to clarify whether and how much road widening, road <br />cutting, and road fill may be needed. <br />4. The access road and the power line corridor need to be included within <br />the permit boundary. Please include a map that indicates the requested <br />permit boundary. The master permit boundary map in the permit <br />application will also need to be modified to reflect this change. <br />5. The reclamation plan for the pad should address backfilling the site to <br />approximate original contour. Small scale maps showing premining and <br />post mining topography should also be submitted.
