Box 9 Division Director <br />Granby, CO 80446 Natural Resou¢e Trustee <br />RE: Grand County Road and Bridge Permit No. M-1995-004, Inspiration Point Gravel Pit; <br />Technical Revision Ol-Adequacy Review <br />Deaz Mr. Clazk, <br />The Division of Minerals and Geology (Division) has received Technical Revision Ol ("TR-Ol ") <br />for the Inspiration Point Gravel Pit, Permit No. M-1995-004. The purpose of the revision was to <br />update the Mining Plan (Exhibit D) under the existing permit. The purpose of this letter is to <br />present the Divisions comments regazding the adequacy of TR-Ol. <br />Following receipt of the revision, an inspection of the subject pit was performed on March 20, <br />2006. Representatives from both the Division and Grand County Department of Road and Bridge <br />were present at the inspection: Based on information contained in TR-Ol, the proposed revisions <br />to Exhibit D meet the requirements as outlined in Rule 6.4.4 of the Mineral Rules and <br />Regulations of the Colorado Mined Land Reclamation Board for the Extraction of Construction <br />Materials. However, based on observations made during the inspection and information provided <br />by Grand County Department of Road and Bridge personnel, the Division requests that the <br />following items be addressed prior to approval of the revision. <br />The original Reclamation Plan (Exhibit E) indicates that the reclaimed slopes will not exceed <br />3:1 (H:V). However, during our inspection you indicated that you would like to contour the <br />reclaimed slopes to match the natural topography, which can be as steep as 0.5:1 in some <br />areas. Typically, successful revegetation on slopes steeper than 2:1 is very difficult to <br />achieve. Therefore, the Division recommends maximum slopes of 2:1 for all reclaimed <br />slopes. If you choose to contour reclaimed slopes steeper than 3:1 as indicated in the original <br />reclamation plan, please change the reclamation plan to indicate that reclaimed slopes will be <br />no steeper than 2:1. <br />2. The Reclamation Plan Map included in TR-Ol does not have any elevations associated with <br />the proposed contours for the reclaimed slopes at the south end of the site. Therefore, it is <br />impossible to determine how steep the reclaimed slopes will be and if the map matches up <br />with the description presented in the Reclamation Plan.
