new topography will be. Please add elevations to the proposed contours and redraw the
contours to cleazly reflect the proposed reclaimed slopes.
3. The Reclamation Plan Map submitted with TR-Ol indicates that a pond will be constructed in
the northwest comer of the site. There is no mention made of the pond in the original
Reclamation Plan. Please modify the Reclamation Plan to address the creation of the pond.
If the pond will be a permanent structure, please provide dimensions and slopes. Refer to
Rule 3.1.5(7) for slope requirements. Also, please address how water will drain to the pond
and if Grand County has a right to store water in the pond.
4. Rule 6.2.0(2) requires that maps be signed by a registered land surveyor, professional
engineer, or other qualified person. The Reclamation Plan Map submitted to the Division was
not signed. Please resubmit a signed copy of the Reclamation Plan Map.
5. During the inspection of the site, an area of sloughing was observed along the eastern border
of the site approximately halfway between the north and south permit boundaries. Because
[he permit boundaries were not cleazly marked, it is unknown at this time if this sloughing
was within the affected azea. Rule 3.1.12(2) requires that boundary mazkers be posted to
delineate the permit boundazies. This issue will be addressed in the Divisions forthcoming
inspection report.
Based on the inspection, this azea demonstrates slope instability that was not addressed in the
original Reclamation Plan. Please revise the Reclamation Plan to address how this azea will
be stabilized to achieve the approved post-mining land use,
6. The Reclamation Plan Map submitted with TR-Ol indicates that a portion of County Road
107 will be rerouted to run pazallel to the western permit boundary. Please clarify if the
section of the original road that lies within the permit boundaries and adjacent to the
proposed pond on the Reclamation Plan Map will be reclaimed.
7. The aerial photo submitted with TR-Ol is titled "Good Eye Bill Pit". Please clarify that the
aerial photo submitted with TR-Ol is that of the Inspiration Point Pit.
Please be advised that the Inspiration Point Pit TR-Ol Application may be deemed inadequate,
and the application maybe denied on Apri16, 2006 unless the above-mentioned adequacy review
items aze addressed to the satisfaction of the Division. If you feel more time is needed to
complete your reply, the Division can grant an extension to the decision date. This will be done
upon receipt of a written waiver of your right to a decision by April 6, 2006 and request for
additional time. This must be received no later than the deadline date.
If you have any questions, please do not hesitate to call.
Sincerely,
Richard M. Wenzel III, P.E., P.G.
Environmental Protection Specialist
ca Cazl Mount; DMG
2
