Memorandum <br />To: Byron Walker <br />CC: Dan Hernandez <br />From: Jane[ Binns <br />Date: 9/14/2005 <br />Re: Foidel Creek Mine, C-1982-056, TR-48 <br />I have reviewed TCC's Adequacy Reponses received by DMG on 9 August 24, 2005 in blue. I have <br />included my initial adequacy concerns identified in June 2005 and the resolution of those adequacy <br />concerns. <br />I have reviewed Twenty Mile Coal Company's TR-48 application for Foidel Creek Mine with regazds <br />to reclamation costs associated with this revision. <br />There were details in the 6 North Shafr plan that were insufficient for me to complete the estimate. <br />Information missing from TR-48 that are needed to complete the estimate include: <br />Dimensions of the 6 North Shaft Pad Sediment pond embankment. The operator provided the <br />height of the embankment, 6 fr. from inslope tae to the top of the embankment. I was unable <br />to find the top width of the embankment, or the inslope and outslope gradients. As a result I <br />could not calculate the volume of material necessary to regrade the pond. <br />Based on Exhibit EX16E-M2 I would calculate the embankment length as 600ft. Please have <br />the operator provide dimensions of the sediment pond embankment or provide information on <br />the volume of material proposed in the embankment. <br />Also the engineer's certification was not signed. Please have the operator submit a <br />certification signed by a professional engineer. <br />TCC provided adequacy responses on August 24, 2005. Byron Walker forwarded these <br />responses to me on August 31, 2005. Pond is an incised pond so embankment does not need <br />to be graded. Material excavated from the pond equals 1,394 cu.yds. This material is stored <br />adjacent to the pond and will be pushed back in to pond at reclamation. Calculate a 100 ft. <br />push. <br />2. I could not include a cost for demolition of the Air Heater since no information on the <br />dimensions were included in the revision. Please have the operator provide this information. <br />
