Long, Drv~sion DBettor August 18, 1992 Mr. Marcus Middleton Cyprus Yampa Valley Coal Co. 29587 Routt County Road #27 Oak Creek, CO 80467 RE: Preliminary Adequacy Review (PAR) Questions for RN-02, Eckman Park, Mine 1, & Mine 2, C-81-071 Dear Mr. Middleton: The Division has completed its PAR of your renewal application (RN-02) for your Eckman Park, Mine 1, & Mine 2 mining and reclamation permit No. C-81-071. Please respond to the following questions given a proposed decision date of October 17, 1992. 1. The responses to (c) on page 778-1-21 is referencing underground operations of TCC rather than surface operations. 2. On the same page the response to 7) requires names and addresses. 3. On page 778-1-22 the response to 8) is referencing the Foidel Creek Mine rather than Eckman Park. 4. Page 780-114-12 is numbered incorrectly. It should be 780- 144-12. 5. Please commit to a plan and a schedule for updating maps to show permanent features such as gullies, drainage ways, roads, etc. on topographical maps with accurate post-mining topography. Potentially this may eliminate the need for many of the current maps and will serve to accurately depict the surface over the reclamation liability period. 6. The Division cannot find an approved rill & gully plan in Volume 14 as noted in the table of contents. Please update the permit as to the location of the rill & gully plan. 7. There are some problems with the text in the permit around pages 780-129-4 to 780-129-5. This area does not flow and/or there is repetition in this general area.
