Gunnison No. 1 Mine, <br />Permit C-007-80. <br />West Elk Coal Company (WECC) believes that the <br />revegetation success standards can be achieved on the <br />Lower Waste Coal Disposal Area with less than the <br />required four feet of cover material. This is based <br />upon the following factors: <br />1. The physical and chemical nature of the <br />refuse material; <br />2. Test plot vegetation data obtained onsite <br />with six inches of cover material over <br />refuse; <br />3. General reclamation success on other areas <br />of the mine site, and; <br />4. Successful revegetation at other mine sites <br />in the region with similar environmental and <br />operating conditions. <br />Information pertaining to these factors is presented <br />in this application and has been formatted as Volume <br />I2A which will be included as part of the Mining and <br />Reclamation Plan upon approval. As presented, WECC <br />remains committed to monitor revegetation success on <br />reclaimed areas of the disposal area. In addition, <br />WECC will maintain its current bond (which is <br />sufficient to reclaim the area with four feet of <br />material) until vegetation sampling results prove <br />revegetation success. Should success not be <br />achieved, there is sufficient material currently from <br />the later phases of the disposal area and from <br />stockpiled material to provide four feet of cover. <br />AMCO-6204 <br />
