This increase <br />of approximately 1000% is not realistic. This mine does not use chemicals in its operation as <br />was the case at the Summitville mine. Nor is it an underground operation with the reclamation <br />problems associated with that type operation. This is asimple re-vegetation program [hat can be <br />accomplished at a much less expensive cost, and much more efficiently. <br />As you explained, a major cost is the purchase and transportation of Topsoil for the re-vegetation <br />program. By definition, Tn~osoil is_'usually" richer than sub-soil. Does that mean that 51 % of <br />the time it is richer? The requirement should be "A moic are retainingeoil mixture that will <br />sustain gush". An adequate supply of that material is available at the Butala pit at Salida. <br />Butala also has ample vehicles for transporting the material to the site. All of this is a cost that <br />will be agreed to by Butala Construction by contract, with no bond required. A change of <br />ownership would require a new bond program as would be normal. <br />I have asked a well qualified business associate to suggest a simple and effective program for <br />reclamation re-vegetation of the mine site in the event it is abandoned. That program is included <br />herewith. I cannot foresee the potential for abandonment of [he site for at least the next fifty <br />years. <br />I suggest a meeting be scheduled to discuss and re-evaluate the bonding requirement for permit <br />number M-87-127. <br />Sincerely <br />Frank J.
