Referencing MCC~s Application for Modification to Air Quality Construction Permit, <br />October 8, 1999, 4.2 of the .4ir Qualiry Impact Analysis addresses this issue and the area was depicted <br />on Figure -}-l. West Elk Mine Receptor Grid. The ambient air boundary is characterized by a <br />combination of security fenced property with security gates (on roadways), natural barriers of steep <br />terrain and dense vegetation. ~ICC controls and patrols all access to the mine site along Highway 133 <br />(on the north boundary) and the entire length of Sylvester Gulch. The property is fenced with bazbed <br />wire along the south section-lines of sections 21 and 32 (as depicted on Figure =4-1).
