MANAGEMENT <br />On behalf of Bowie Resources Limited, (BRL), endosed is an application for a permit <br />revision to provide for the construction of a new portals to access the B-Seam. <br />Related Permit Actions <br />Permit Revision PR-06 provided for the construction of the Unit Train Loadout. This permit <br />revision number 7 provides as-built data and revised design information for the ponds, <br />ditches, culverts and SAES. The cut and fill material balanced on the UTL project so the <br />excess material stockpile was not required. This reduced the disturbed area in drainage <br />area J. <br />MR-23, B-Seam burn drilling provided for the exploration of the B-Seam outcrop so the <br />new B-Seam portal could be located and designed. <br />MR-24, King Mine Drilling provided for the exploration of the old King Mine Workings to <br />determine if water was present. Three holes were permitted but only one hole was drilled. <br />No further work is contemplated under MR-24. 7herebre, approbmatelytwo-thirds of the <br />$37,212 bond should be released for other projects. <br />Project Description <br />This permit revision will provide for the construction of new mine portals to provide access <br />to BRL's private "B" Seam coal reserves and the Federal Coal reserves previously leased <br />by application in the "B" Seam. This revision will also provide various as-built details for <br />the Unit Train Loadout. <br />The new portals will be located below and west of the existing Bowie No. 2 Mine Portals. <br />A new portal bench will be created by cut and fill techniques. Approximately 160,000 <br />cubic yards will be excavated to create the new portal bench. Of this amount, 22,000 is <br />
