MINED LAND
1313 Sherman St RECLAAAATION DIVISIQN
Denver, CO 80203
RE: County conditions to approval and slight alterations in
the plan for Crystal Pit, City of Colorado Springs.
Your File No.: M-89-116
Dear Mr. Boyd:
On December 12, 1989, the Teller County Planning Commission
approved the request for a Conditional Use Permit for the
Crystal Pit. The planning commission placed a condition on
the approval that soil stabilization be applied to
situations where the slope is 2:1 or steeper. In short, the
commission included the recommendations from the Division of
Wildlife that addressed the erosion potential for the steep
slope areas. Although we feel such can be accomplished
through grading (leaving a rough surface) we agreed to use
additional measures. Additional measures could include
crimped straw mulch, mulch matting, or the use of existing
vegetation by chipping and spread on the steeper slopes in
conjunction with leaving a roughened surface. In some
instances, distributing raw woody material would also help.
Therefore, the reference to not mulching in the application
should be altered to say "Mulch or an equivalent treatment
with organic material, in addition to the erosion control
measures through grading, will be applied to all slopes
where the gradient is 2:1 or steeper." This wording, it is
our understanding, would also address the concerns of Pike
National Forest regarding the erosion .potential.
If you have any questions, please call.
Respectfully,
Mark A.
