Box 270 <br />Lamar, Colorado 81052 <br />Re: Well Field Pit - File No. M-84-154 <br />Dear Mr. Thrailkill: <br />I have completed my adequacy review of your limited impact permit application <br />for the above captioned operation. I have several quesitons and comments that <br />are organized on an exhibit-by-exhibit basis below. Any exhibit or part <br />thereof not mentioned is considered adequate now. This matter has been <br />scheduled for the September 26-27, 1984 meeting of the Mined Land Reclamation <br />Board. Please have you response to this letter back to me by no later than <br />September 17, 1984. In this way, I can review your response and comment as <br />necessary. If we can resolve these few adequacy concerns, this matter should <br />be able to be heard as a "no problem", written matter, and you will not need <br />to be present at the meeting. <br />Before the Board can consider this application, our Division must receive <br />proof of the two sequential weeks of publication in a ]ocal newspaper <br />(publisher's affidavit or a copy thereof) and proof of notification to all <br />' landowners immediately adjacent (touching) to the defined permit area <br />(certified mail white or green receipts). Please send us these items as soon <br />as they are available. <br />Exhibit B <br />1. I note that, under application item 9, it is mentioned that some <br />topsoi] is to be mined. Given the somewhat limited availability of topsoil <br />and the commitments made in the narrative from the Soil Conservation Service, <br />I strongly suggest that no topsoil be mined but that, instead, it all be saved <br />for use in reclamation. <br />1, 2.
