Mr. Wiliam C. Thrailkill
u
-2-
August 30, 1984
3. Rather than planting the topsoil stockpiles with a mix of Yellow
sweetclover and an annual small grain, I suggest that the Yellow sweetclover
be mixed with a perennial grass from your revegetation mixture and used to
stabilize the topsoil stockpiles. Atypical mixture might be 0.5 lbs.
PLS/acre of Yellow sweetclover and 14 lbs. PLS/acre at Western wheatgrass
(drilled rates}.
4. What is the estimated life of the mining operation?
\ 5. What is the estimated depth of mining on the site?
6. The Soil Conservation Service mentions that some of the eastern part of
`the planned pit area is now under water. How is this area to be mined dry (as
~ you have described) if water is flowing into the pit?
7. Will processing (crushing, screening, etc.) of product occur on site?
fit does occur, where will the processing area be located?
Exhibit D
1. Wildlife: Before the Board can approve this application, our Division
must receive an analysis of the effects of the operation on wildlife on the
site. Typically, this is produced by the local representative of the Colorado
Division of Wildlife. We do not, as a matter of Division policy, submit a
request for this information to the Division of Wildlife. Rather, the
operator supplies details of the proposed mining operation to the Division of
Wildlife, and their personnel produce an evaluation of the site for submittal
to our Division. I suggest that you begin this procedure immediately. If
necessary, you can use a copy of this letter as authorization to the Division
of Wildlife for the need for this evaluation.
2. Water Resources: I am still somewhat confused as to the conditions of
surface and ground water on the proposed permit area. Are the existing old
depressions filled with surface runoff water or water from an adjacent ditch
on a year-round basis or only sporadically? Is this a controlled situation in
some sense?
Exhibit E
1. Will there be enough topsoil available on site to supply the i2 to 18
inch replacement depth suggested by the Soil Conservation Service? If not, to
what depth will topsoil be replaced?
2. Please elaborate further on the status of the recharge pond as part of
\ final reclamation. Will this pond be a permanent fixture, or will it only
` exist sporadically when water is diverted into it for well recharge purposes?
Where will the expected waterline be, and how far will revegetation extend
down the planned banks?
~3. How is the haul road to be reclaimed?
