Submittal to the Colorado Division of Water Resources. <br />Dear Ms. Kamnikar: <br />As of Wednesday 13 November 1996, Bill Maclntyre indicated he woul contact <br />you by telephone to assure you that our plan of augmentation will go b fore the <br />State Engineer, possibly as early as next week, and that he will re ommend <br />approval and expects it to be signed. This approved augmentation pl n should <br />be adequate to belay your concerns regarding backfilling, fully tw months <br />ahead of the schedule for which the DMG has been informed of and greed to <br />relative to Pit 1. <br />Relative to soils. As I indicated at the time of the inspection, the ethnical <br />revision did not show all of the soil resources available, but reflected th t portion <br />which I believed would show that adequate reserves were in place. As ndicated <br />at the time of the inspection, the entire fines piles are continuously bei g added <br />to. <br />The June 1996 aerial photograph, and current site conditions, substan late that <br />soil resources have not been fully salvaged or stockpiled. Neithe did the <br />estimates included in the revision include that volume of soil from soil tockpile <br />S, which has grown since your field measurement of it. <br />In response to your inspection report, I have verified the greater accura y of the <br />aerial photograph and remeasured soil resources over the property, tilizing a <br />measured pace and mean estimates of stockpile height and dimensio s [aided <br />by a clinometer], reasonable enough to assure adequate soil reso rtes for <br />reclamation. In doing so, I have adjusted former estimates, making th m more <br />conservative [less volume]. Heights were adjusted down. Cross-sectio s of the <br />tops of piles did not include outslope areas, and were averaged to reflec a mean <br />width. There is in effect, great probability that the actual soil volume on the <br />ground are in excess of that measured and calculated. <br /> <br /> <br />
