<br />In addition, the total volume of soil required was derived by utilizing more than <br />3.0 acres more than that indicated in your inspection report. The act al areas <br />included and the calculations of those areas are shown in Table 1, belo <br />As the following measurements and calculations reflect, to cover 75.0 acres to <br />a depth of six (6) inches, requires 60,500.25 cu. yds. of soil reserv s. The <br />approximate volume of soil reserves available is over 90,000.++ cu. s. See <br />calculations in Table 1, below. Our measurements must reflect an err r greater <br />than 35% of the total in order for a soil deficiency to occur. <br />Relative to a determination of financial warranty, a complete ezami ation of <br />financial warranty was presented during the Technical Revision, pproved <br />approximately nine days prior to your inspection. The figures utiliz d DMG <br />means, methods, and values derived from their 1992 determinatio for the <br />Dakolios site. As I made you aware at the time, Gregg Squire, the viewing <br />specialist, and I determined that release of the estimated $100,000.0 excess <br />financial warranty should wait until the augmentation issue is resolved with the <br />State Engineer, which solution is now imminent. <br />Considering the reasonable evidence of a surplus of both soils and wa anty, as <br />clearly presented in the Technical Revision, I trust this concern has bee abated. <br />A request for release that represents the determinations of the echnical <br />Revision will be forthcoming, and would seem an appropriate poin for the <br />Division to revisit this issue, without the urgency mandated unde the 12 <br />September 1996 inspection report. <br />Combined with a thorough review and understanding of the recently pproved <br />Technical Revision, I trust this information will fully satisfy the oncerns <br />expressed in your inspection report of 12 September 1996.
