Ouray County Poard of Commissioners <br />A meeting was held with the commissioners on 116/92 at <br />which time a discussion was held regarding the Permit <br />Applications to Ouray County, MLRD, and Corps of <br />Engineers. The county referred the applications to the <br />Ouray County Planning Commission far comment. The <br />Commissioners will review the comments at their meeting on <br />February 3. <br />2. Concerned Citizens of Ouray (12/26/91 & 12/28/91) <br />In response to (i) Off site Imoacts, the matters <br />dealing with the Uncompahgre River flow will be part of <br />the U. 5. Army Corps of Engineers Permit. A meeting is <br />being held in Grand Junction on 1/9/92 to review the 404 <br />permit application. <br />Martine Webb, the property owner to the south and <br />west, has a very good working relationship with ZMK and <br />has previously requested their help in protecting his <br />property during times of high water, A letter of <br />agreement is being prepared to assure that ZMK will <br />compensate Webb for damage of structures within 200 ft of <br />the affected area. <br />The 300 ft buffer zone at the south end of the permit <br />area was deemed sufficient by the Soil Conservation <br />Service. <br />The testing of the water table assured that mining can <br />be conducted to a 10 ft depth, near flowing water, without <br />encountering water. The water table is at 40 ft on Webbs <br />property, as indicated on a well permit, It is assumed <br />that mining to a depth of 10 ft in a dry area will not <br />affect the water table several hundred feet away at a <br />depth of 40 ft. <br />Page 1 <br />
