<br />Siltation from the operation is controlled by working <br />in a dry area and not in the active channel. Requirements <br />by the Corps of Engineers will assure that siltation is <br />kept to a minimum. This type of operation was acceptable <br />to the Soil Conservation Service. <br />(2) Hydrologic Impacts discussed in the letter of <br />12/26/91 are matters that relate to the Corps of Engineers <br />Permit that is being reviewed on 1/9/92. <br />(3) Mining and Reclamation Plans as discussed in the <br />letter of 12/26/91 also relate to the flow of the <br />Uncompahgre River and to the Corps of Engineers Permit. <br />The design of diversion structures and the channeling of <br />the river will be reviewed at the meeting on 1/9/92. <br />Based upon the test pit and the depth to the water table, <br />it does not appear that a lagoon is conceivable. It is <br />anticipated, however, to maintain the approximate grade of <br />1.5% that exists in the current active channel. Other <br />than side slopes at 3:1, with berms and diversions to <br />control the channel as required by the Corps, no <br />additional contouring is anticipated. <br />Future and Present Land Use, as discussed in the <br />letter of 12/28/91, was reviewed by the Ouray Land Use <br />Administrator, prior to submitting the application. The <br />Calhoon property, as shown on Exhibit E - Map, is within <br />the Idlewild Subdivision and is a Light Industrial PUD, <br />with a woodworking and cabinetmaking shop on location. <br />When the Ouray County Zoning Regulations were revised in <br />1986, the term "Light Industrial" was eliminated, <br />encouraging Light Industrial and Commercial activies to be <br />located within the existing municipalities of Ouray, <br />kidgway and Colona. Sand and Gravel operations, however, <br />are one of the uses allowed in the Foothills Zone as a <br />Special Use, <br />The area immediately adjacent to the Uncompahgre has <br />been discouraged as a residential area, due to the <br />inherent danger of flooding and high water. Equipment <br />storage, warehousing and similar activities have been <br />encouraged since the danger t^ humans is minimized by <br />these types of activities. The need for a separate <br />classification in the County Land Use Regulations is <br />apparent, since the Planning Commission is currently on <br />the final draft of a "Low Intensity Industrial PUD" <br />amendment, with a Public Hearing scheduled for- February <br />il, 1992. <br />The present use is "Light Industrial", with the <br />storage of construction equipment and the warehousing of <br />supplies.
