CO 80203 <br />Dear Mr. Sorenson: <br />RECEIVED <br />FEB 1 2 2001 <br />Division of Minerals and Geology <br />Enclosed please find American Soda's first Operational Period Quarterly Ground Water <br />Monitoring Report. This document includes environmental ground water monitoring data <br />compiled from our first quarter of operations October 1, 2000 through December 31, 2000. <br />Monitoring Frequency and Magnitude <br />The volume of data currently being collected and analyzed requires a more frequent reporting <br />period than the annual period defined in condition (b] of the DMG Order (September 8, 2000). <br />The volume and frequency of data collection for ground water monitoring currently required by <br />the BLM and EPA does not conflict with the requirements established by the DMG. The <br />requirements of each of these agencies is in excess of the requirements of the DMG. <br />Submittal of a major modification requesting a change from the baseline parameters in the EPA <br />UIC Permit to coincide with the DMG requirements is pending. The level of activity and <br />accelerated pace of the last few months in view of the official startrup of operations has delayed <br />the work on our request for these changes. American Soda has continued to monitor at the <br />same level and frequency specrfied in the baseline period. <br />Numeric Protective Level and EaNy Warning Indicator Analysis <br />Laboratory analysis of the data and reporting, as well as processing time to validate the data <br />and compile it, has resulted in a delay in the actual report production for the first quarter of <br />data. Comparison of the data values with the Numeric Protective Levels [NPL] and the Early <br />Warning Indicators (EWI] is showing same values above the establish limits. These values are <br />summarized in the table below and highlighted in red in each of the summary tables within the <br />document. In all cases, laboratory reporting of the data is occurring after the next round of <br />samples is already collected. Thus afollow-up sample has already been collected. A request <br />was made to the lab to expedite the analysis of the January samples from the wells showing <br />elevated values.
