2.06 REQUIREMENTS FOR PERMITS FOR SPECIAL CATEGORIES <br />2.06.1 Scope <br />This Section establishes minimum requirements for permits for the <br />special categories of surface coal mining and operations which are in <br />addition to the applicable permit application requirements and <br />procedures of Rule 2. With the exception of 2.06.8, none of the special <br />categories of surface coal mining and operations are applicable to the <br />TCC proposed operations. <br />2.06.8 Surface Coal Mining and Reclamation on Areas or Adjacent to <br />Areas Usinq Alluvial Vallev Floors <br />TCC has conducted detailed reconnaissance of the site specific geology <br />and land forms which are present within the permit area and adjacent <br />area of the proposed facilities. Results of this detailed mapping is <br />. shown on the Site-Surface Geology 14ap (Map 11). The permit area and <br />adjacent area consists of colluvial material resulting from mass wasting <br />and erosion of the adjacent Mesaverde formation. As erosion occurred, <br />fractured sandstone, siltstone and shale rocks moved by overland flow <br />and gravity across the Macros Shale formation which underlies the permit <br />and adjacent areas. Since the area was settled in the early 1900's, the <br />area has been graded to accomodate flood irrigation from water provided <br />by the North Fork of the Gunnison River. <br />An alluvial valley floor is present in the adjacent area. The North <br />Fork of the Gunnison River lies in stream laid sediments. The <br />relationship of the permit area with this alluvial valley floor is <br />insignificant in that no disturbance to the alluvial valley floor will <br />occur. TCC respectfully requests that the Division find this area not <br />to be an alluvial valley floor. Specific information which has been <br />provided for this determination includes the following. <br />Detailed mapping of unconsolidated stream laid deposits which hold <br />streams are shown on the Site-Surface Geology Map, (Map 11).
