which the TCC permit area and adjacent area occupies is not on stream <br />laid deposits which hold streams. In fact, the permit area and adjacent <br />area occupies a terrace of colluvial material substantially above the <br />stream laid deposits of North Fork of the Gunnison River. Lands which <br />have been historically flood irrigated are shown on the Pre-Disturbance <br />and Post-Disturbance Land Use Map (Map 4). The Fire Mountain Canal and <br />other diversion ditches as related to flood irrigating the TCC permit <br />area and adjacent area are shown on this map. In addition, the land use <br />of the permit area and adjacent areas are also shown on the <br />Pre-Disturbance and Post-Disturbance Land Use Map (Map 4). Flood <br />irrigated lands for agricultural production and undeveloped range lands, <br />as they currently exist, are depicted. <br /> Due to the high elevation of the area on which the permit area is <br /> located, subirrigation of the area is remotely possible. In fact <br /> groundwater required for local domestic use is not available within the <br /> upper portions of the unconsolidated colluvial deposit. <br /> <br /> The TCC operation will not interrupt, discontinue or preclude farming <br />. based upon its small size and the fact that the entire permit area which <br /> was recently purchased did not serve as a sole means of livlihood for <br /> the previous owner. TCC plans only to disturb thirteen (13) of the <br /> total twenty (20) acres within the permit area. Therefore, the affected <br /> area is small and provides negligible support for production of one or <br /> more farms. TCC has designed a surface runoff and drainage control plan <br /> so that the surface and groundwater of the area are not impacted by the <br /> operation. In fact, little or no groundwater occurs within the <br /> colluvial material on which the site is constructed. Surface waters <br /> resulting from runoff caused by rainfall or snow is routed around the <br /> disturbed area by diversion ditches. Water falling within the disturbed <br /> area is contained and routed through appropriate sedimentation ponds for <br /> treatment as required to meet the effluent requirements of the NPDES <br /> permit.
