Since the TCC operation will not substantially disturb subsurface
material, groundwater which is currently present will not be disturbed.
TCC plans to execute a well-planned and thought out reclamation plan at
the end of its operations some 15 to 20 years from now. The area will
be backfilled and graded with the existing unconsolidated material in a
manner to create a similar surface configuration as existed prior to
disturbance. The backfilling of the material will be accomplished by
merely pushing the unconsolidated material into its approximate original
in situ location with crawler tractors. Special care will be taken
during this backfill operation to ensure that excessive compaction does
not occur. It is anticipated that the original surface configuration
and physical properties of the overburden material will be maintained
following reclamation activities. Following restoration of the surface,
topsoil material which has previously been salvaged, will be uniformly
distributed on the regraded area. Since the underlying material
consisted of unconsolidated boulders and material originating from the
adjacent Plesaverde area, duplication of a similar soil structure will
easily be accomplished. Avoidance of layers of compacted material and
placement of the unconsolidatd angular fragments in their approximate
original location will create essentially the same plant growth medium
as which currently exists. Compatibility with the surrounding site will
be accomplished by the placement of the fill material in the post
disturbance configuration. In addition, water holding capacity of this
material will closely resemble that of the adjacent undisturbed area.
Successful reclamation of the disturbed area by backfilling, grading,
distributing topsoil, and revegetating is easily accomplished by use of
the original site materials to restore the predisturbance conditions to
both the surface and immediate subsurface.
Ci
2.06-3
