Listed below are remaining adequacy review comments that will need to be resolved
on or before your June 16, 2004 decision date. Please let us know as soon as possible if you
prefer additional time to prepare a response. Please be advised that your application maybe
deemed inadequate and maybe denied on June 16, 2004 unless the following adequacy review
items aze addressed to the satisfaction of the Division.
6.3.3 EXHIBIT C - Mining Plan
2. The applicant has indicated there will be a maximum of 7-8 acres disturbed at any one time
during the operation and that stockpiled overburden will be used to backfill a portion of the final
highwall slopes to achieve a reclaimed slope of 3:1. The remaining final highwall disturbance
will be no greater than the current historic quarry disturbance. The applicant has also indicated
that the historic quarry disturbance includes approximately 2001ineaz feet of exposed highwall at
10-12 feet. The Division had previously confirmed a historic quarry disturbance of at least 100
lineaz feet of exposed highwall at 10-12 feet. Based on a maximum disturbance of 7-8 acres and
the applicant's reclamation objectives, it appeazs that the maximum allowable highwall height
can be 30 feet, on average. The applicant has specified that the proposed quarry will not exceed
50 feet at TBS 1 or 40 feet in TBS 2. In order for the applicant to exceed a highwall disturbance
of 30 feet, the applicant will need to propose a revised reclamation plan and reclamation cost.
One acceptable scenario would be for the applicant to propose a highwall and benching sequence
to result in several or more highwalls with each highwall being no greater than 12 feet in height.
Please respond.
Office of Office of Colorado
Mined Land Reclamation Active and Inactive Mines Geological Survey
