Owen: <br />I have completed my adequacy review of the 110 permit applications for the ten <br />Lincoln County gravel pits captioned above. I have a series of questions and <br />comments about these applications that I have organized in two ways below. <br />First, I will mention those areas in which I have questions that apply to all <br />ten permit applications. Then, I will proceed to ask questions that refer <br />only to individual operations. In each case, my questions will be organized <br />on an exhibit-by-exhibit basis, and any exhibit or part thereof not mentioned <br />for any given operation is considered adequate for Board approval now. <br />I realize that it may be difficult to fully respond to this letter before next <br />week's meeting of the Mined Land Reclamation Board (scheduled for <br />December 13-14, 1984), especially considering some of the questions below. I <br />regret that the press of work did not allow me to get this adequacy letter out <br />to you earlier. If it appears that it will take too long to respond to this <br />letter, thus making consideration of these applications impossible for next <br />week, please write me a letter requesting a continuance of Board consideration <br />of these applications until the next meeting, scheduled for January 23-24, <br />1985. That would give us ample time to work out the various questions <br />concerning these applications. <br />I reviewed your publication for these ten applications and found it to be <br />adequate for all ten operations. Please send me the publisher's affidavit (or <br />a copy thereof) as soon as you receive it. Also, a copy of this publication <br />should have been sent to each of the landowners of these pits and to any <br />landowners whose boundaries touch any of the actual permit boundaries. These <br />letters to them should go by certified mail, and a copy of either the idhite or <br />green receipts should be sent to us before the scheduled Board meeting next <br />week.
