Box 147 <br />Fairplay, Colorado 80440 <br />RE: Sulphur Mountain Gravel Pit - Our File: N77-365 <br />Woodside Park Gravel Pit - Dur File: N77-366 <br />Dear Mr. Freitag: <br />I have reviewed the mining and reclamation permit applications on the <br />above captioned operations. I find that they were both complete (and <br />therefore filed) a long time ago, and should have been considered by <br />the Board. Therefore, when the various adequacy issues outlined below <br />are settled, permits will be issued on these two operations. As per <br />our discussion of last August 6, I am awaiting the complete applications <br />on the other eleven Park County gravel operations such that they may be <br />permitted by the Board. My comments on the two existing complete app- <br />lications will appear on an exhibit-by-exhibit basis below. Any exhibits <br />not mentioned are considered adequate. <br />For both pits, our Division must receive proof that publication by the <br />County has occurred (see enclosed publication format) for two sequential <br />weeks as per Rule 3.2. If this was not done previously, it should be <br />done now. Adjacent landowners (such as Huron Investment Co. and the BLM <br />for the Sulphur Mountain Pit) should also be notified as per Rule 3.22(3) <br />and proof of this notification (certified mail receipts) should be provided <br />to our staff. Again, if this was not done previously, i[ should proceed <br />now. <br />Sulphur Mountain Pit <br />Application Item 12: For this to be a limited impact (110) application, <br />the acreage must be under ten and is now given as ten. Please <br />clarify the actual disturbed acreage. My comments as given below <br />presume [his to be a 110 application. <br />Exhibit B <br />1. What is to be the approximate depth of mining in the pit (o r, <br />t if a side hill operation, the extent of the cut)7 <br />2. Topsoil stockpiled for one growing season or more should be <br />planted with a perennial grass cover crop such as Western <br />Wheatgrass at a typical broadcast rate of 6 lbs. PLS/acre. <br />This is for purposes of stabilization. <br />
