Box 191 • 100 North 3rd Street <br />Victor, Colorado 80860 <br />(719) 689-2977 • Fax (719) 689-3254 <br />August 30, 2006 <br />Mr. John Bilisoly ~/ <br />Water Supply Branch -South Region <br />Colorado Office of the State Engineer <br />1313 Sherman Street, Room 818 <br />Denver, Co 80823 <br />m- ~ q Sd- z~~ <br />~imk,gJu1 <br />FP ~ s zoos <br />Division of Reclamation, <br />Mining sn~ SG E,y <br />like: Well Application Receipt # 3607538, Arequa Gulch pumpback System; Request <br />for Variance <br />Dear Mr. Bilisoly, <br />Cripple Creek and Victor Gold Mining Company (CC&V) is in receipt of your letter <br />dated August 25, 2006 regazding the need for a variance request for this application (copy <br />attached). <br />It is cleaz from reading the Colorado Water Well Construction Rules that this Arequa <br />Gulch pumpback Sump and drains do not meet design standards for a typical water well. <br />As mentioned in our initial application dated July 2006, CC&V is currently augmenting <br />for waters captured in the pumpback system as pazt of the approved CC&V Substitute <br />Water Supply Plan (SWSP). Condition #2 of the approved SWSP re wires that CC&V <br />obtain a water well permit for the pumpback system. The Arequa pumpback System <br />consists of the following features: <br />• Horizontal perforated drains to collect shallow ground water beneath the <br />CC&V Valley Leach Facility (VLF). These drains are connected to the <br />concrete collection vault. <br />• A pipe connected to a shallow spring beneath the VLF connected to the <br />concrete collection vault. <br />• An engineered and sealed concrete collection vault and building. <br />• Pumps and piping to direct water collected in the vault to the VLF make-up <br />water circuit. <br />I have enclosed additional design details regazding the pumpback system along with a <br />narrative description of the system that was provided to Colorado Department of Public <br />Health and Environment (CDPHE) in 2003. <br />
