We are sure that DMG has carefully and thoughtfully reviewed our letter. However, in Mr. Stone's application Exhibit G, Water Information he states that "Water for project operations dust abatement, pre-wetting or roads sprinkling shall be purchased from ofT site water sources...." We assume that as this was part of Mr. Stone's application, DMG granted his permit based on the information provided by the Permittee. Therefore, if the Permittee does not have adequate water to perform the necessary duties to control dust abatement, he is in violation of his reclamation permit application. Since the reclamation permit application is a legally binding document, we believe that it is important that the Permittee fully understand his obligations and abide by the permit granted by the Department of Minerals and Geology. It appears that mining is not being carried out unit by unit as Mr. Stone stated in his mining plan. The plan that he submitted stated that he would mine azeas of one hundred and fifty feet (150') wide at a time. It appeazs that he is mining an azea approximately nine hundred and forty feet (940') wide to as much as one thousand two hundred feet (1,200') wide. Susan Campbell Bell spent some time measuring the disturbed azea of the above-mentioned mining operation. These measurements were taken with a measuring wheel and are not anywhere near as accurate as a professional survey.
