General Reclamation Plan <br />Reclamation will occur in two major stages during the life of the pit and is intended to restore the <br />pre-mining use of pastureland for grazing. This post-mining use will be compatible with the <br />surrounding land uses. Bordering the property to the south are the Southern Pacific Railroad Right- <br />of-Way and State Highway 6. Further south and to the east is another larger gravel pit. The County <br />Airport is approximately 1.0 miles to the south The owner of the permit area, Carol Schmidt, also <br />owns the area to the north, which is zoned RESOURCE by Eagle County. The Merv Lapin property <br />to the east is currently used for ranching and the Hodari property to the west is zoned INDUS- <br />TRIAL but has not had major activity. Eagle County has reviewed the compatibility of this pit and <br />its post-mining use with the surrounding area and has granted the special use permit for the <br />operation. <br />As described in the mining plan, the topsoil will initially be stripped and stockpiled from approxi- <br />mately 10.0 acres east of the unnamed drainage. Facilities will be brought in and the 10 acres will <br />be mined. Topsoil will then be stripped from the additional 5 acres east of the unnamed drainage <br />and will be stored in the south berm along Highway 6. Once this entire l5 acres is mined, it will be <br />graded to final contour. All mined areas will have a final grade of 2.OH:1.OV or less and drainage to <br />the southwest will be maintained. Fine material from the crushing & screening process may be <br />added as a better water-retaining subsoil prior to placing topsoil. Once the 15.0 acres east of the <br />unnamed drainage is mined out, approximately 5 years into the actual mining of the site, topsoil <br />will be stripped from the west side of the drainage and will be placed directly on the east side, <br />followed by seeding and mulching. B&B cannot reclaim any area on the east side until 14-15 acres <br />are stripped on the west side since it needs this area for facilities, stockpiles, equipment maneuver- <br />ing and sediment sump construction. <br />Carol Ann Permit CDMG Application 2 3 <br />
