Drawer 488 <br />Glenwood Springs, Colorado 81602 <br />Re: Eagle-Gypsum Mine - File No. M-84-041 <br />Dear Mr. Tingley: <br />DIVISIO N <br />The Division in concurrence with the B.L.M. has reviewed the Eagle-Gypsum Mine <br />application to determine if it adequately addresses the requirements of Rules <br />2 and 6 of the Regulations. The following questions and comments regarding <br />the adequacy of the application must be addressed at least five days prior to <br />the May 23-24, 1984 meeting of the Board. <br />I. General Information <br />1. The mine plan, the reclamation plan and the reclamation costs are based <br />on a 12 acre description. Therefore, the permit and this letter will only be <br />for the 12 acres addressed. If in the future additional areas of mining are <br />foreseen, an amendment can be requested at that time. <br />II. Exhibit C - Mine Plan Map <br />1. Please provide on a map all immediately adjacent surface owners of <br />record including those owners of easements. <br />2. In accordance with Rule 1.56(5) please provide an agreement between the <br />operator and any persons having an interest in any manmade structures (roads, <br />telephone lines) within two hundred feet of the affected land. The agreement <br />must state that damage to the structure will be compensated for by the <br />operator. <br />III. Exhibit D -Mining Plan <br />1. The Division suggests that surface water be diverted away from the <br />gypsum outcrop in both the mining and post-mining phases. When water comes in <br />contact with the highly soluble gypsum rich material, erosion and possible <br />voids result.
