Mr. Howard E. Tingley -2- May 15, 1984 <br />2. Accordingly, Exhibit D also requires the submittal of information <br />pertaining to nature, depth and thickness of the materials being mined. The <br />applicant should provide the thickness, strike and dip, outcrop location of <br />the gypsum and the volume of overburden to be removed. <br />IV. Exhibit E - Reclamation Plan <br />1. As was discussed during the April 5, 1984 inspection, stability and <br />revegetation potential are the primary concerns at this site. Proper <br />stability can be achieved through proper and consistent grading of the final <br />slopes. The 2 horizontal to 1 vertical slopes should be stable provided they <br />do not become saturated by either pre-existing ground water or improper <br />surface drainage. The permanent impoundment basins proposed in the <br />reclamation plan are therefore inappropriate. All attempts should be made to <br />avoid any possibilities of creating swales which may cause puddling, <br />infiltration and ultimately saturation. Please revise the permit to exclude <br />any permanent impoundments. Furthermore, the operator should notify the <br />Division should any pit inflows occur. <br />2. Based on observations made during the April 5, 1984 inspection, topsoil <br />does occur on site. Please revise the mine plan to include topsoil <br />segregation, topsoil stockpile locations, stockpile stabilization and topsoil <br />replacement depth. (See Exhibit I -Soils information section of this <br />document.) <br />3. The Bureau of Land Management has suggested the following seed mix: <br />2 lbs pls. <br />3 lbs pls. <br />6 1bs pls. <br />1 lb pls. <br />1 lb pls. <br />13 lbs pure <br />Crested wheatgrass <br />Indian ricegrass <br />Western wheatgrass <br />Yellow sweet clover <br />Four-wing salt bush <br />live seed per acre. <br />The Division suggests that this seed mixture rate be doubled if hand <br />broadcasting methods are used. Please revise the revegetation plan <br />accordingly. <br />4. The operator should commit to analyzing the plant growth medium at the <br />time of reclamation and to providing amendments should the soil analysis deem <br />them warranted. <br />5. The Division recommends a straw or native hay mulch of 2 tons/acre be <br />applied at the time of reclamation, especially in steep slope conditions. The <br />mulch should be crimped into the soil using a dozer to anchor the mulch. <br />V. Exhibit F -Reclamation Plan Map <br />1. The reclamation plan map should be revised to accurately portray the <br />proposed post-mining slopes. The contour lines on the map provided would be <br />very difficult to achieve, especially the sharp edges between the undisturbed <br />and disturbed areas. <br />2. Furthermore, since this is a permit for only a 12 acre parcel. Show the <br />proposed post-mining topography for this area only. <br />
