The runoff impoundment area, 60,000 gal capacity, should be designed to <br />route flow beneath the road without overtoppong the road and causing damage to <br />the road. The BLM rough calculations for a 25 yr/6hr event would require a 24 <br />inch culvert or a 21 inch culvert with a 1% slope. The Division concurs that <br />a 21 inch culvert with one foot of freeboard should pass 15cfs based on the <br />following assumption: 25 year event, 2.0 inches of rainfall, steep slope, and <br />low infiltration. The operator should provide designs sufficient to show tht <br />the pond will hold the designed capacity and the culvert will be sized and <br />placed properly. <br />VII. Exhibit I - Soils Information <br />1. In consultation with the Soil Conservation Service, the BLM or other <br />qualified person, the operator shall indicate on a map or by statement, the <br />general type, thickness and distribution of soil over the affected lands in <br />accordance with Rule 2.19(9). The operator must revise the application. <br />VII. Exhibit J - Vegetation Information <br />1. Accordingly, the operator shall include descriptions of present <br />vegetation types, quantitive estimates of cover and height and shall show the <br />relation of the types of vegetation to the existing topography on a map <br />pursuant to Rule 2.12(10). The applicant must revise the vegetation <br />information section of the application. <br />IX. Exhibit L -Reclamation Costs <br />1. The reclamation costs are utilized to set the finanacial warranty <br />amount. The costs must be based on the cost to the Division should we need to <br />hire an outside contractor to complete the reclamation work. Therefore, <br />please include the modifications shown herein: <br />A. Grading from 1:1 to 2:1 (initial phase if worst case); <br />B. Filling in ponds; <br />C. Topsoil replacement; <br />D. Seeding as suggested; and, <br />E.
