2.03 APPLICATION FOR PERMIT FOR SURFACE COAL MIlVING AND RECLAMATION
OPERATIONS
2.03.1 Objectives
The purpose of this section is to ensure that the Division receives all relevant information required on
surface ownership, coal ownership and dme compliance history and status of BRI for continues coal mining
operations at dme Golden Eagle Mine. This information is provided in the following sections to answer
each specific question with regard to cominued operations.
2.03.2 Resoonsibili[ies
A written application is included in this permit application under which BRI will continue mining
operations at its Golden Eagle Mine. The folowing application provides the required information and its
location within this Document for conducting coal mining in Colorado.
2.03.3 Format and Supplemental Information
(1) - (8) Additional information, which has been utilized by BRI to support the baseline data and odmer
operating data, is included in the text and presented in the Exhibits pottion of this application. Data, which
has been taken from the various reports, analyses, and other reference material, is shown on dre Maps and
within the application for which this information was developed.
Nttmerous analyses of the soils, overburden, underburden, coal, and surface and ground water have been
completed by BRI. Analytical work of each of dmese materials was primarily done by CT&E of Golden,
Colorado and Core I.aboramries of Aurora, Colorado. laboratory procedures for testing the overburden,
soils, and water comply with standard EPA and USGS procedures for the various required constituem
• analyses.
The supporting information and technical data supplied by various individuals and companies, as shown in
time Eztmibits portion of this application, are also listed i^ Table 1, Organizations Supplying Technical and
S uppl em eota I 1 nformati on.
BRI filed five (5) copies of this complete permit application widen original signatures. Each application
contains text addressing the appropriate Rules, and Exhibits and Maps, which support the explanation,
required in the text portion.
(9) Exhibit 32 provides the certification by a respoasible official of the permit applicant that the
information contained in time application is true and correct to time best of the officials information and
belief.
2.03.4 ,Identification of Interests
(1) & (2) The permit applicant for the Golden Eagle Mine is Basin Resources, Inc. (BRI), a Colorado
corporation, located at 14300 highway 12, Weston, Colorado 81091; telephone number (7l9) 868-2761.
The Golden Eagle Mine is located approximately 6 miles west of Weston, Colorado. All permit
information, as well as compliance information, is maintained at the office of the Trinidad Railroad, 3800
