Map 1, Surface Ownership and Map 2, Coal Ownership show all legal and equitable owners of record of <br />the coal mined and all affected surface above the underground mining activities. <br />The State of Colorado has purchased the lands south of Highway 12 that include the permit and disturbance <br />areas. Access to these areas for the purpose of completing the final reclamation of the mined lands has <br />been st:cured by BRI though an exclusive use leaseback agreement. There are no other purchasers of <br />record under a real estate contract for property overlying areas which BRI's mining activates wiB affect <br />during the five (5) year permit term.. <br />(2)(b) The resident agem of BRI coocerrting this application is as follows: <br />Mr. R.
