~~ <br />4.6 Mitigation of Coal Mining Operation Impact <br /> <br />L <br />4.6.1 Air Pollution Control Plan <br />The proposed project will comply with all applicable local, state, <br />and federal regulations pertaining to air quality. The major air <br />quality permits which have been obtained by NCIG for the Coal Ridge <br />H1 Project are the APCD construction and operation permits. <br />The only air pollutant emission of concern from the proposed <br />project will be those consisting of particulate matter, mainly in <br />the form of fugitive dust. Fugitive dust is composed primarily of <br />large particles, most of which settle rapidly to the ground. These <br />emissions will be produced by various construction activities and <br />coal and refuse handling operations. <br />Emissions of fugitive dust from construction and operation of the <br />proposed project are expected to be quite small. It is to be <br />remembered that Coal Ridge #1 will be an underground hydraulic mine <br />which means that coal leaving the mine portal will be in the form <br />of a coarse slurry (wet). With this type of operation, fugitive <br />dust both underground and through the preparation plant will be <br />negligible. <br />In the preparation plant, water and coal will be separated by <br />screens, belt presses, and centrifuges. No thermal drying of the <br />coal is proposed at this time. <br />Fugitive dust emissions will result from construction of facilities <br />and transfer and storage of coal and refuse. Specific sources of <br />fugitive dust include coal transfer from prep plant to rail <br />loadout, wind erosion of the coarse coal stockpile, and wind <br />erosion of disturbed areas. For the most part, control of dust <br />emissions from the project can be adequately controlled by a <br />NCIG - Coal Ridge #1 4-74 ABC/1145/910509 <br />• <br />
