Long <br />Division Duecmr <br />Response to 9/30/98 Correspondence from The Friends of South Montezuma <br />Valley, Inc., Stone Gravel Pit, Permit No. M-97-089. <br />On 10/1/98, DMG received an FAX transmission from The Friends of South Montezuma <br />Valley, Inc. (FSMV-, dated 9/30/98. The purpose of this memo is to provide a basis for <br />response to the various claims and statements made by FSMV. <br />FSMV's 9/30/98 correspondence attempts to record selected portions of a phone <br />conversation which occurred during the afternoon of 9/30/98, between Susan Campbell <br />Bell, Secretary/Treasurer of FSMV, and DMG staff. During the phone conversation, staff's <br />attempts to respond to Mrs. Bell's questions were frequently interrupted. Clear <br />communication with Mrs. Bell was exceedingly difficult. <br />Mrs. Bell's persistence for interruption is recorded from the 3126/98 MLRB hearing, during which a Board <br />member directed Mrs. Bell to stop interrupting staff attempts to respond to the Board's questions. <br />Potential for miscommunication exists, partly because Mrs. Bell refused to accept the <br />explanations provided by staff, and partly because staff's attempts to respond were <br />interrupted before completion. Miscommunication is evident in the inaccurate assumptions <br />and statements recorded by FSMV in their 9/30/98 correspondence. <br />Attempted Communication for Conflict Resolution -During the 9/30/98 phone <br />conversation, Mrs. Bell demanded an explanation for DMG not responding immediately to <br />FSMV's 9/9/98 complaint. Staff attempted to communicate to Mrs. Bell, DMG policy for <br />prioritizing citizen complaints and daily permitting responsibilities, which have associated <br />deadlines fixed by statute. Mrs. Bell refused to accept staff's explanation that DMG policy <br />allowed a 30 day response time for the type of issues identified within FSMV's 9/9/98 <br />complaint. Mrs. Bell became notably agitated when staff informed her that DMG <br />inspection report could follow the inspection date by as much as 10 days. Mrs. Bell again <br />refused to accept the staff's explanation. <br />
