~~i n~i~iii~~iii iii <br /> <br />SPILL PREVENTION AND CONTAINMENT PLAN <br />(original plan submitted 1980) <br />HISTORY: In the three years preceding the effective date of the <br />Edna Mine's NPDES permit #CO-0032638 there were no incidents of <br />spillage of any materials used, stored or processed by the mine <br />that might have a visible or otherwise detectable impact on the <br />waters of the State of Colorado. Events reported since that date <br />include an elevated oil and grease sample at NPDES sample point <br />DMP-002 in December of 1981. The cause reported at that time was <br />probably a piece of equipment leaking near the pond. Another <br />elevated oil and grease sample was noted in the 1984/1985 update at <br />the NPDES discharge location DMP-001. This discharge serves the <br />tipple area of the mine. While the source of the oil and grease <br />was not determined at the time the material was cleaned using oil <br />sorbent booms and mats. It should be noted that sources outside of <br />the mine sources can contribute materials to the drainage area, <br />mainly the rail line adjacent to the drainage area. In the 1993 <br />update it was noted that a release of approximately 1200 gallons of <br />recycled oil from the stoker oil treatment facility had been <br />released to the ground. This release was contained to the tipple <br />area drainage system and was cleaned utilizing skimmer pumps, oil <br />sorbent pads and booms and skimmer booms. No elevated oil and <br />grease discharges resulted from this spill. In October of 1993 <br />while removing two underground diesel storage tanks from the mine <br />site diesel was found in the fill material around the tanks. This <br />event has been reported to the required agencies, and at the time <br />of this update remediation plans are being formulated. <br />REPORTING PROCEDURES AND PERSONNEL: <br />In the event of a spill that will effect water quality or pose <br />other environmental hazards the on-shift foreman will notify the <br />Mine Superintendent, the mine's Reclamation Department and the <br />mine's Safety Officer. These people will then contact the State <br />Water Quality Control Division, The Environmental Protection <br />Agency, any threatened down stream water users and local health <br />officials. All parties concerned will be notified as soon as <br />possible. Mine personnel currently responsible for this <br />notification are as follows: <br />David Long: Mine Superintendent <br />Terry Crowner: Reclamation Foreman <br />Ron Bugay: Safety Officer <br />Dave Beverlin: Resident Engineer <br />POTENTIAL SPILL LOCATIONS AND CONTAINMENT FACILITIES: <br />Facilities at the Edna Mine have been designed, installed and <br />constructed, or are being modified, so as to minimize the potential <br />of spills and/or unplanned discharges. The following areas are <br />locations and/or sources specifically considered in this plan. <br />
